Hey Lux,
From the outside looking in here are my thoughts.
1. Figure out a top price that you are willing to pay, and know you will likely need to pay half up front. So if $300 is your top, be sure you have $150 cash in hand when negotiating the price of your helmet. Armorors often don't take you request seriously unless you put cash down.
2. What metal a do you want. Mild steel is cheaper, but rusts. Stainless is stronger and will not rust, but is also harder to work which may drive the cost up. Gauge is also an issue, but a helmet builder worth his salt should build it to spec. However, you don't get a dome less than 16 mild, even if Markland rules may allow it.
3. What style? What kind of dome? These will have an effect on construction costs?
Generally, anything can be done, but you have to pay for it. I would go in expecting to spend at least $300 for a simple helm.

Soild spun dome top is fine? Also, you can some times find them cheap on e-bay and other spots like armor archive. Armorers will not nessecarly hunt around to find one on the cheap, so if you can find/purchase one ahead of time, you can knock off another chunck of change.
The bar grill could raise the price since it won't be standard. Would it go all the way up to the eyes? Are you planning to hang chainmail from the helm. If so, you may be able to skirt some athestic stuff.
Also for the oculars and nose piece you might want to check out Raymond's Quiet Press.

i would like for the helmet to be of the early germanic style (hence the oculars), so i was thinking that it would be better for the oculars to be functional and integrated into the main body of the helmet. however, if that proves to be too expensive, i could buy a cheap spangen helm and cast my own oculars. as for the bar-grill question, i dont know. i would like to keep the grill below the oculars (possibly welded to them), but if the eye-holes turn out to be too big for safety regulations then a short bar could be welded inside. so does anyone think that something like this could cost less than $200? or at least around there...
