Not exactly sure how that would work. The only way I can see it working is the police department sets up a page and puts the shots up on there. You would still have to actively seek out the police page to know the mugshot was even there. Sounds like a bunch of old people going "we need to use technology to reach the youngins!" without really understanding how said technology actually works. I give it a resounding 'meh'
